Calling Timeout Question

Hi All,

Sometimes late in the game I see a quarterback watch the play-clock wind down to one second before he calls a timeout. My question is, can he tell the referee to call a timeout while the clock is still winding down, or does he need to say "timeout" right at one second, or whenever he wants it called?
