 Post subject: Kick off return fielded while out of bounds

Today's 11/02/2008 Jets - Bills game had a play where the player fielding a kickoff was standing with one foot out of bounds and one foot in bounds. The kicked ball stayed in bounds. The player picked up the ball and the kicking team was penalized for having kicked the ball out of bounds. Receiving team took possession on their forty yard line.

Why was the kicking team penalized when the ball never left the field of play?

This kickoff was considered out of bounds because the kick returner planted his foot out of bounds prior to making the catch, which establishes him as out of bounds. Had the retuner caught the ball then touched out of bounds, the ball would be placed at that spot.
