I know the NFL utilizes "back-up" officials in the play-offs and Super Bowl but I've been noticing this season what appears to be on the sideline, an official in uniform save for the shirt which appears to be a maroon colored polo shirt. Is this a spare official or some other game personnel?

The official in the maroon shirt is responsible for maintaining the "K" balls, which are used in 4th down field goal or punting situations.
